Why is the argument 'premarital s3x should be encouraged' more prevalent than 'it should be allowed'?

To encourage health cost as well as welfare & population?deceases etc...if i think that's what ur saying because the it should be aloud part isn't making sense. It should be enforced! Too many are taking advantage n too many are coming here in droves to steal what we all work/ed for dum it!
